Project Summary:
Baalbeck Municipality is seeking SEAL’s support to complete essential works at the Baalbeck Municipal Slaughterhouse. Although the old facility (dating back to pre-1940) has been largely rehabilitated, limited municipal funding has delayed several critical items, preventing its official opening and operation. Once operational, the slaughterhouse will significantly reduce illegal slaughtering practices, prevent environmental contamination, and improve food safety through proper veterinary inspection and hygienic processing conditions. The facility will also generate sustainable municipal revenue through service fees and contribute to public health protection.

Objectives:
• To improve public health, environmental protection, and municipal service delivery through the operationalization of a safe, regulated municipal slaughterhouse in Baalbeck.
• Reduce illegal and unsafe slaughtering practices within the municipality.
• Support local employment and enhance municipal revenue generation.

Implementation Plan:
The project will be implemented over a period of approximately 2–3 months. The funding from SEAL will cover asphalt and concrete works for the construction of triangular manhole, sewer pipe installation, excavation & backfilling, concrete casting at garbage truck ramp, construction of pit including grinder and piping, in addition to maintenance of potable water tanks, cleaning of main sewer line and other works.

150 livestock farmers, 60 local butchers, 20 workers and municipality supervisors.
Create 13 full-time and 5 part-time jobs employees at the slaughterhouse.
